Hearings Set but Weho Subway Not Financially Feasible

More money is going to be needed in order to fund a subway line through West Hollywood if such a line is to be built.  Having a subway that zips under Santa Monica Blvd through our city is not currently feasible with the expected sources of funding for the Westside Subway project.

Metro just released a draft Environmental Impact Report (also called an EIR or EIS) that says a line through West Hollywood will bring the greatest transit benefits and competitiveness with use of automobiles for travel, but the incremental cost associated with those benefits is high.

The report points out that over 300,000 people travel to and from the Westside every day.  Because the Hollywood Hills provide a substantial natural barrier to the north of us, West Hollywood lies directly in the path of trips originating from the northeastern portion of Los Angeles.

Those trips, expected to increase by 24% by 2035, will continue to occur on our surface streets for the foreseeable future unless a subway segment through West Hollywood is included in the current project.

Public hearings have been announced for September 20 to 27 in the area where people can learn more about the different alternatives being studied and provide feedback.  The meeting in West Hollywood will be at Plummer Park on September 22 at 6pm.

The agency is studying five alternatives, which range in cost from $4.0 to $8.7 billion. Only two are financially feasible at this time.  The two alternatives with a West Hollywood component are among those that are not, along with an option that extends Metro’s Purple Line all the way to Santa Monica.

Building one of the currently feasible alternatives would take the Purple Line to Westwood. That could eventually have a West Hollywood component added in to the system, though the option would be detached from the current project.

With faster speeds, the subway would save transit riders between 31,000 and 52,000 hours of equivalent travel time (transit system user benefits) on an average weekday in 2035.

There are a number of benefits to building Alternative 5, which includes both a Weho component and full line all the way to Santa Monica. 8 minutes would be shaved off the average peak travel time as compared to the currently feasible alternatives. It also gets a rating of “high” for competitiveness with speed of a trip by automobile, compared to “low/medium” and “medium” ratings for the Alternatives 1 and 2.

The numbers of low income and minority residents served is also substantially higher in Alternative 5, and it has the highest average operating speed rating of 33 miles per hour, compared to 13.5 for surface street transit options.

In fall 2010, the Metro Board of Directors is expected to consider the Draft EIS/EIR and select a “locally preferred alternative” (LPA). The LPA is the project that will proceed through final environmental review, preliminary engineering and also compete for federal “New Starts” matching funds.

Traffic Court Hearings Scheduled Through April 16 Postponed

Presiding Judge Kevin C. Brazile for the County of Los Angeles, Superior Court announced that effective Friday, March 20, 2020, all Traffic and Non-Traffic Infraction court hearings, including trials, arraignments and other Infraction appearances, scheduled between March 17 to April 16, 2020, will be continued for at least 30 days under the emergency order he issued in response to COVID-19-related impacts on Trial Court operations.

“Pursuant to the inherent statutory power I have as the Presiding Judge and the emergency powers granted to me by Chief Justice Tani G. Cantil- Sakauye under Government Code Section 68115, I am ordering a continuance of all Traffic and Non-Traffic matters countywide through April 16,” Presiding Judge Brazile said. “It is imperative that we, the nation’s largest trial court, continue to prioritize time-sensitive and essential functions to serve our most vulnerable as we reorganize and reduce our trial court operations and focus on ways we can slow the spread of COVID-19.”

Any Traffic Infraction matters, and all other Infraction matters heard in our Traffic Infraction courts on the date between March 17 through April 16, 2020, will be continued to a later date. This action is authorized under the General Order Judge Brazile signed March 17 to close all courtrooms except to process cases presenting time-sensitive issues and essential functions.

“We will continue to operate our court and reorganize our responsibilities based upon balancing public health directives and meeting our statutory and constitutional due process requirements,” Judge Brazile said. “I do not make these decisions lightly. In this national public health crisis, we must prioritize emergency services and access to justice for the most vulnerable people in our communities while implementing social distancing measures in our courthouses.”

People who had court hearing dates between March 17 and April 16 for Traffic Infraction and Non-Traffic Infraction hearings, including trials, arraignments and other Infraction appearances, will receive updated Court notices by mail.

More than one million Traffic Infraction matters (971,818 Traffic citations, and 37,283 Non-Traffic citations) are filed annually in the Court, including citations for Vehicle Code and Non-Traffic-related Infractions.

Traffic Infraction matters are heard at the following courthouses: Beverly Hills, Chatsworth, Compton, Downey, El Monte, Glendale, Governor George Deukmejian (Long Beach), Inglewood, Metropolitan, Michael D. Antonovich Antelope Valley, Pasadena, Santa Monica, Torrance, Van Nuys West, and West Covina.

The Superior Court of Los Angeles County has over 550 judicial officers and more than 4,600 permanent employees serving a diverse population of more than 10 million people. The largest trial court in the nation, the Court has 38 courthouses in 12 judicial districts located throughout the county’s 4,752 square miles.

West Hollywood Adjusts Parking Rules for Covid-19 Emergency

The City of West Hollywood is immediately suspending the following parking regulations until March 31, 2020:

  1. Permit parking on all residential streets
  2. Street sweeping
  3. All AM/PM rush hour enforcement (including Holloway, La Brea, Fountain, Robertson south of Beverly)
  4. Blocked Driveways – Per complaint only – Call Parking Enforcement 323-650-6757

All citations issued that are not currently delinquent will be extended an additional 30 days from their issue date. Please contact the Parking Violations Bureau at (800) 687-2458 with all citation related questions.
